It annoys me when so many people I've asked say "I would vote Liberal, but I don't think they'll get enough votes to get in".

Question: Everyone's of course talking about a hung parliament (the Tories in particular are saying that if this happens, Brown will stay PM).
What if it's a hung parliament between Conservative and Lib Dem (as in, what if Con/Lib are fairly close in the polls but Labour are quite far behind)? Who becomes PM then?
