It's possible to be both.
I remember saying to someone that it's not a good thing to dedicate about 9 panels for one single punchline (basically 7 panels of unnecessary context, one panel buildup, one panel lackluster punchline). It works the opposite way as well; don't cram too many jokes into one issue. Especially if those jokes are crap.
In this case you could have easily gotten away with only having the last five panels, and even then it's not that funny of a joke.
You need to learn better pacing and comedic timing (it applies to comics too), as well as a sense of humour.
Also, one last important peice of advice: Just because it sounds funny to you, doesn't mean it's funny for everyone else. Unless you're extremely confident that you can do no wrong, try telling the joke to your friends before using it (i've done that numerous times during the comic jam and my failed halloween animations).

I tried that with some SiGM jokes. It ended with a restraining order. But seriously, he's right. With the newest SiGM I bounced ideas off at least three people to make sure it was actually good.

What I've started doing is plan out my issues; making sure I've actually scripted the next issue before creating the current one. That way I can keep ahead of the storyline.
