Urk. No offense, but it looks horribly edited. You can tell that's off a JPG.

I think the best way to say this is the direct approach: It sucks. My eyes are completely burned out!
I assume it's supposed to look like he's got a coat on, but you didn't even bother to finish filling it in, so it looks like he's got a body hair problem (if hedgehogs can have that =P) Almost the same with the shoes, except that looks like you ran over them with the black paintbrush in an attempt to recolor.
You also did poorly adding those spikes. They look nothing like a 3D render, just like a paint addon, because they are.
The only thing that looks halfway OK is the middle quill, which seems to have been successfully recolored to gray. Almost.
Try harder next time.

its hard to edit a 3d sprite. il take requests for 3d sprites first then, il make a neo tails 3d picture.

Because it's hard isn't a good excuse. There are ways.
Anyway, I don't think anyone's going to want a request after seeing that first one.
EDIT: I just realized the topic title: This is pixel art!?

I've seen a 3D one of me done before on SSMB. It WAS default pose, though. But I'm willing to see if he can do me.

Eh, not bad. A lot better than your last one. I'm not saying that because it's me up there.

Or you could just edit the textures directly in the game.
It would take much less time, and wouldn't look like utter crap.

Gack! Mommy, get the bad photoshopping away from me!
Learn to use soft brush tools. I know you're using either PSP or Photoshop, both have the ability to use soft brushes rather then that pixelly mess.
Try to use the lasso tool to select areas you want to colour, then use the colour, brightness and contrast filters to alter the colour. Much neater than trying to colour everything in with a dodgy paintbrush with a mouse...

3D MODELS =/= PIXELART.
Take the razorblade to your arm, not to the fine art of Sega.

Uhhhh, you know those are just Sega promo art? Not in game renders or anything? Um, I did't say he had to use the exact same art. I said, it would be much quicker to edit the textures of in-game models. Not to mention it would look better. lol k?
