Actually, Happy Tree Friends was made a year before Retarded Animal Babies, according to Web.Archive and Newground's upload date for RAB's first episode. I suppose you could call Retarded Animal Babies a more intelligent ripoff of Happy Tree Friends. =P
Personally, I'm not all too fond of either, but HTF's Happy Trails episodes and RAB's Show & Tell episode both made me chuckle a bit.
