Exactly. suna drew a lovely pic in paint which i fixed up in photoshop. Its called oeki if im ont wrong. >_> I dont really like it due to the obvious pixels, and the non smooth lines. but its possible to achieve good things with it.

"Oekaki" is what you're thinking of, D.
And the difference between this thread and an oekaki board is that on the oekaki board you use a built in Java applet to paint your picture...
