The way it hides IP's is the site has its own ip adress i think so whoever uses the program will have that exact ip adress in other words if 2 people where using the cloak they would both have an identictle ip adress so now that ive found this out if my friend (who gave me the adress) is correct if you block that ip you will be blocking all them people that are using it so i dont think i will give this adress because it will just cause a load of commotion.
