I got mega collection and i haven't managed to do it yet. HOWEVER it is a lot easier to do the code on Sonic 3 and Knuckles. If you haven't unlocked it, keep starting and exiting sonic 1, 2 and 3 until the game log dissapears.
the code for level select on S3&K is:
Angel island act 1, any character, go to the first rope swing and press up up up left left left right right right whiel swinging
For debug, go to mushroom hill zone and enter the same code on the first pluuley thing with sonic.

Well If you have Sonic 2, do the level select code (19 65 9 17), and take the cartridge out (WITHOUT TURNING THE POWER OFF. No, it won't hurt your genesis or game.) and put in sonic 3, reset. Level select is automatically on.

Just an additional note, if you do use the S3&K cheat (left left left right right right up up up on a rope swing - not just the first rope swing, it works on ANY rope swing) here's the debug mode code.
Go to Mushroom Hill Zone and repeat the code (left left left right right right up up up), but this time on one of those pulley lifts (the ones where you push down to go up). Then restart, go to the level select and hold A+B as you select your level.
