It's a little early to make that sort of assumption. For all we know, there could be three recycled badniks and however many new ones.
Unlikely, but it could happen.

www.joystiq.com/2010/02/16/rumor-sonic-4-screens-and-footage-leaked/This is apparently ALPHA footage of the first level of Sonic 4. If it is indeed an alpha, it's encouraging. The level design looks like it's definitely classic Sonic, and Microsoft apparently have information that Dimps are doing the game. There are animation and physics issues to be sorted out, but like I say, this is allegedly alpha footage so there's still time to fix that.

The guy playing is completely incompetent, though. I'd reckon he's an alpha tester.
