Well percentage-wise, Japan is a clear outlier. With our immensely greater population, we can't even keep up with Japan's shenanigans, let alone exceed them.

I agree with Cheesy, Japan IS one of the wierdest countries in the world, if not THE wierdness.

I think we can say though that even though Japan does do some weird KIPPERS, the US has the most weird KIPPERS happen that's reported in the news on a regular basis...

It really depends on whether the USA has less than twice the number of crazies. It's certainly winning by a long shot on the number of crazy religious fundamentalists.
