So let me get this straight...
The panel has some electric whackadoodles, cables and a button, which in contact with water might even short circuit or even fry you up. You might say "But the water is just a few inches below the panel!"
The answer, volume. When the panel's flap came down, the water rose thanks to the mass of the panel. Therefore...
