I think that the most customizable game is, and will always be Little Big Planet for PS3, where you pretty much have to create everything =P

What they mean is being able to modify a game in a way the game doesn't normally allow you to. Like making custom content in Rockband and GH3, Gary's Mod, etc. When the company gives you tools to use to make your own levels, like LBP or Brawl, it's not THAT custom, considering you're limited to what they give you. Unless of course, you modify the custom tools to give yourself more options.
