I think the pixelart made in the forum recently has mislead certain people into believing this crap here is acceptable as pixelart. Technically, you are working with pixels... But the way you're doing it, you're just using the line tool and tossing some color in. And your shading makes it appear that his head has been mangled and is now stuck, in death, with a horrid, food-loving grin on its face. I suspect it fell into a particularly dangerous portion of a potato chip factory.
Buut that's beyond the point. With real pixelart, you need to zoom in and put actual detail. I don't see why you people see a difference between pixelart and spriting. Pixelart is just more often associated with things made from scratch, and spriting from pre-made sprites.
But yeah. Don't do this again. It sucks.

The ears are made of straight lines, the muzzle is partly, the muzzle is massive and has no shading, poor head shape, no details, etc.
Pixel art is literal pixel by pixel. You use the pencil only, pretty much. This is made using lots of oval tools and line tools, etc.
Not pixel art., etc.

The chin was probably made using the curve tool on paint.
