It looks like it was hand-drawn even though it was done in fire works. It's not too bad but it's not too good either.

You could shade it in Paint, you know.. I do all my work in Paint.
Apart from gradients, that's in Word.

you cant do special thiongs like burn and smudge on paint. Unfortunately, both those tools tend to make your art look... not so good if you can't use them. |

I draw then take a picture with my camera because I'm too cheap to get a scanner.
The picture isn't too bad.

I think it IS that bad, the style he is trying to attempt (if any) was produced at a very poor quality. Do try and start with some Cel Shading, some solid black Line Art and some definition between features.
