Hmmmm... That's a tough one. Probably ahve to go with Robotnik in SA2. (Dreamcast) I actually like the character, but in order to hear what the hell he is saying you either have to turn your volume WAY up, or sit with your ear on the speaker.

I replied to a thread like this at the Sonic The Comic forums, so instead of making a brand new post, I'll copy+paste from that forum. It contains a big pile of unrelated jibba jabba, though, and lists characters only in the comics, so don't be annoyed when you don't recognise one of the characters I list. Sonic Heroes Metal Sonic (I hated his "I am supreme, I'm better than you, I have a massive trenchcoat" attitude, but then again, the old Metal Sonic never had much character development so he could've had the same personality)
Omochao (I don't mind his Japanese voice, as I can't understand him, therefore I'm unaware he's giving me useless information, and he always says "chao!" after everything he says which is adorable, but his English version is excruciating, with his "I'm unaware that I'm stating the obvious!" personality and infuriating voices)
Sonic Adventure Tails
Sonic Adventure Super Sonic (Sega could have made Super Sonic more interesting, like his STC version, but no, he's just Sonic, with upwards spikes, yellow colour and ability to fly and stuff.)

Cream (Hands down, most useless and infuriating character in the series. With her whiny voice, perfect little angel personality, and cheap way of attacking enemies, I just want to smash her face in! Not only that, but she has absolutely no part in Sonic X, pathetic attack when alone in Sonic Heroes, and steals other characters' abilities, partictulary Big's skills. And what's worse, is that Yuji Naka seems awfully attached to Cream, so it seems like she won't be going anywhere soon)
All new characters in Sonic X
Omega (I just don't understand. They revived Shadow, they brought back Chaos, yet instead of bringing back Gamma, who wouldn't have created any plotholes, they just make a new character who is practically the same! The only differences are that Omega has all those extra parts, no interesting personality, and has bland written over him, in my eyes at least)
